Excellent Recommends salon: YesBe On Top is both a barbershop and a beauty salon; my wife and I go here. She goes for her procedures, and I go for a haircut and shave. They both like it, the masters are excellent, for Togliatti they are generally pros in my opinion. The cost is quite affordable. There are also cosmetic services and a fairly good solarium if you want to get a little toasty on these gray days.
